New Saskatoon Transit Bylaw

City Council approved a new Saskatoon Transit Bylaw at its Regular Meeting on July 29, 2026, that establishes a single framework covering fare payment, customer conduct, transit property and enforcement. The bylaw supports a safer, cleaner and more comfortable transit experience for riders and employees, beginning September 1, 2026.

Why is a new transit bylaw needed?

Most customers already use Saskatoon Transit respectfully every day. The new bylaw establishes clear and consistent expectations for everyone using transit while providing authorized officers with tools to address unsafe, disruptive or inappropriate behaviour when necessary. The goal is compliance, education and consistency, not punishment.

The proposed bylaw:

  • Requires fare payment for transit service.
  • Establishes expectations for customer conduct on buses, at bus stops and in shelters.
  • Supports safety, accessibility and respectful use of transit.
  • Provides clearer authority for enforcement when required.
  • Supports broader transit safety initiatives, including the implementation of the Transit Police program.

What changes for riders?

For most riders, nothing will change. The proposed bylaw supports the experience you already expect on Saskatoon Transit if you continue to:

  • Pay your fare.
  • Treat others respectfully.
  • Keep seats, doors and aisles accessible.
  • Use transit safely and responsibly.
