Terms and Conditions
Purpose and Applicability
Saskatoon Transit has established rules and regulations surrounding the use of Saskatoon Transit services in the interests of protecting property and improving the safety and well-being of passengers and operators.
These rules apply to all Saskatoon Transit vehicles, bus stops, bus shelters and Saskatoon Transit property.
These rules and regulations empower officers to deny entry to, remove, ban or restrict persons engaging in unacceptable behaviour.

Fare Payment Requirements
Paying the Required Fare
All persons are required to pay the appropriate fare amount at the time of boarding a Saskatoon Transit vehicle. Accepted forms of payment include cash, tickets, valid transfers, bus passes or other approved fare products.
Proof of Payment
Valid fare product, proof of payment or transfers must be retained and presented upon request of an operator, officer, or official; failure to do so may result in fines or removal from the Saskatoon Transit vehicle.
Proof of payment transfer must be requested from the Transit Operator at the time of boarding a Saskatoon Transit vehicle.
Fare Product Eligibility
Persons may only purchase and use fare products for which they qualify. Providing false information in a bus pass application is prohibited.
- High school fare products (valid high school photo ID required)
- Low Income Pass (active entitlement required)
- Discounted Social Services Pass (active entitlement required)
- Eco Pass (active employment required and employer enrolled in the Eco Pass program)
- U Pass (as per institutional agreements)
- Post-Secondary Pass (proof of enrollment required)
- Senior fare products (valid of persons aged 64 and over required)
- Child (free fare eligible for children Grade 8 and under. No documentation is required.)
- Adult fare products (applicable to persons who do not meet any of the above eligibility criteria, or cases where a specific fare product type is not available in their eligible category)
Non-Transferability
All fare products are non transferable. No person shall sell, rent, lease, gift or otherwise allow another person to use the person’s bus pass or transfer.
Counterfeit passes are strictly prohibited.
Fare Product Terms & Conditions
All fare products share core requirements:
- Valid only when activated and used according to Saskatoon Transit rules and regulations.
- Non transferable; may only be used by the eligible rider.
- Riders must retain proof of payment and present it upon request.
- No refunds except as permitted.
- Saskatoon Transit is not responsible for user errors, incorrect purchases or activations.
- Discounted products require approved entitlement before purchase.
- Most products expire 365 days after purchase if not activated.
- Monthly products purchased after the 15th apply to the next calendar month.
- Single ride products are valid for 90 minutes once activated with unlimited transfers.
- Day Passes are valid for 24 hours with unlimited travel.
- 30 day, 3-month, 6-month, semester and annual passes follow their respective activation periods.
Refunds, Errors and Limitations
- Refunds and exchanges: All fees are non-refundable, except where bus passes may be converted to tickets of equal or lesser value at the request of the purchaser.
- User errors: Saskatoon Transit is not responsible for user errors, including incorrect fare purchases or activations.
- Expiry of products: Many fare products expire 365 days after purchase if not activated, or at the end of the calendar month or period for which they are sold, as specified in the product regulations.
Conduct and Behaviour Requirements
Unacceptable Behaviour
Unacceptable behaviour includes actions that threaten the health, safety, comfort, well-being or security of others; or damage or destroy Saskatoon Transit property.
Boarding and Riding Rules
Riders must:
- Board in an orderly and respectful manner.
- Wear footwear while on the bus.
- Keep personal items secure and out of walkways and seating areas.
- Avoid throwing objects on or from vehicles.
- Keep hands, feet and body inside the vehicle while it is moving.
- Avoid distracting or interfering with the operator.
- Avoid interfering with automatic doors.
- Not enter or exit while the bus is in motion.
- Not sleep in bus shelters, bus stops or on vehicles.
- Not lie down on seats or floors or place feet on seats.
- Not solicit in bus shelters, bus stops or vehicles.
- Not use rollerblades, skateboards, unicycles or similar devices on vehicles.
- Not use profane, sexual or obscene language or gestures.
Bus Shelter Use
Maximum permitted time in a bus shelter is 90 minutes.
Animals
Service animals are permitted to be on buses outside of kennels but are required to be leashed and kept under proper control and seated either on the floor or in a passenger’s lap.
All other animals must be securely contained in kennels. Kennels are treated as personal items and must not block seating or walkways.
Animals must not urinate, defecate, damage property, act aggressively or disturb others.
Enforcement, Removal and Prohibitions
Denial of Entry
Officers may deny entry if a person is:
- Engaging in unacceptable behaviour.
- Subject to a prohibition or suspension.
- Restricted by a court order or notice.
- Suspended or restricted from Access Transit.
Removal from Property
Officers may require any person to vacate Saskatoon Transit property and may remove individuals who refuse.
Short Term Prohibitions
Officers may issue a 24 hour prohibition for inappropriate behaviour. There is no right of appeal for these prohibitions.
Suspensions and Restrictions
The General Manager may issue notices restricting access. Notices must include:
- Reasons for the restriction
- Scope (all property or specific routes)
- Times or days the restriction applies
- Conditions (e.g., only for work travel, must be accompanied)
- Expiry date or conditions for lifting the restriction
Access Transit
Saskatoon Transit shall provide written reasons to a person whose Access Transit access may be denied, suspended or restricted for:
- Unacceptable behaviour
- Outstanding fees
- Repeated no shows or excessive cancellations
- Failure to use required mobility aids
Appeal Rights
Appeals may be made to the Saskatoon Appeal Board.
Fines and Violations
Parking and Stopping in a Bus Zone
Parking, stopping or waiting in bus stop areas is strictly prohibited at all times. Vehicles found in these zones risk being ticketed or towed (Bylaw 7200).
A bus stop zone is outlined by signs indicating where the bus stop starts and ends, with the area between the signs. If only a single sign marks the bus stop, the zone extends from that sign and continues for 22 metres in the indicated direction.
Notice of Violations
An Officer may issue a notice of violation requiring payment of a $50.00 fine, discounted to $30.00 if paid within 14 days, if a person:
- Obstructs or interferes with an operator or officer.
- Does not provide their name, address and date of birth upon request.
- Contravenes or fails to comply with any provision of Bylaw 10197.
Public Spitting Prohibition
No person shall spit in or on any public place, including Saskatoon Transit vehicles, bus stops and bus shelters.
Administration And Enforcement
Authorized officials may enforce all applicable laws on Saskatoon Transit property, including federal, provincial and municipal legislation.
